Welcome to the Massachusetts Insurance Federation
The Massachusetts Insurance Federation is an insurance company trade association currently comprised of 24 property/casualty insurers, foreign and domestic, national, regional and single state providers of a variety of insurance products. Federation members account for three-fourths of the private passenger automobile insurance written in the state, nearly two-thirds of the homeowners and workers compensation insurance and three-fourths of the medical malpractice insurance.

Formed in 2003, the Federation is viewed as the leading advocacy voice of the property/casualty insurance industry committed to improvements in and modernization of the laws and regulations governing the business of insurance. More specifically, founding Federation members successfully secured regulatory advances in private passenger automobile insurance from rates being set by government and residual market losses distributed by a pooling mechanism, to competitive rating and a residual market assigned risk plan. In addition, the Federation was instrumental in the passage of legislation exempting large commercial risks from rate and form filing requirements.

The Federation was created to foster a relationship of understanding and respect between the people, their government and the business of property/casualty insurance. In addition to advocacy, the Federation routinely engages in the education of consumers and public policymakers as to the value that property/casualty insurers bring to the Commonwealth of Massachusetts and the issues associated with the variety of personal and commercial insurance products which Federation members make available.

James T. Harrington: Executive Director
Jim Harrington has served as the
Federation's Executive Director
since its inception. He is recognized
as an accomplished industry advocate
and is responsible for coordinating all Federation activity. His experience includes sixteen years with the American Insurance Association as Vice President of the Northeast Region, five years with the National Association of Independent Insurers as Regional Legislative Director and a two term member of the Massachusetts House of Representatives.
Peter T. Robertson, Esq.: Legal
Peter Robertson is an attorney who has
specialized in Massachusetts insurance issues for
more than twenty-five years, providing legal
advice and representation on legislative and
regulatory matters. In his practice, he advises and represents insurance trade associations, insurance companies and insurance agencies on Massachusetts issues. Previously, Mr. Robertson served as Deputy Commissioner & General Counsel of the Massachusetts Division of Insurance. In addition to providing advice to insurance clients, he serves or has served on boards of directors of several property/casualty insurance companies and has appeared as an expert witness in legal proceedings involving Massachusetts insurance issues.
William A. Delaney: Advocacy
Bill Delaney, President of Delaney Legislative
Services, a Massachusetts based professional
lobbying and issues management firm, brings
thirty years of experience advocating on
behalf of a broad range of clients including national trade associations, unions and corporations in both the legislative and executive branches of government. Bill is widely respected and a well known figure on Beacon Hill long ago adopting the retail definition of lobbying aimed at the development of relationships with all members, not simply relying on those currently holding positions of power.
William Ryan & Jane Lane: Media Relations & Political Affairs
Bill Ryan and Jane Lane bring more than 40 years of Massachusetts media, messaging and political strategy experience to the MIF team. Bill is a former insurance industry executive with unique experience as an elected official, former state senate chief of staff and strategic communications consultant for public policymakers and large corporations. Jane is the former press secretary for the Massachusetts Democratic State Committee, she began her career as a journalist and has served as communications director for congressional, gubernatorial and numerous issue campaigns. Together, they guide and oversee the development and implementation of Federation outreach and communications strategies aimed at maximizing policy advocacy and impact.
